Four solid waste landfill cells were equipped, a reverse osmosis leachate treatment system was implemented, and the Sutco Polska sorting line with a design capacity of 80 thousand tons/year for mixed waste and 40 thousand tons/year for source-separated waste was launched in test mode.

In accordance with the certificates of the State Inspection of Architecture and Urban Planning of Ukraine No. ІУ123240115252 dated January 19, 2024, and No. ІУ123251006690 dated October 16, 2025, the second and third start-up complexes of the 1st stage of construction with a total capacity of 390.0 thousand tons/year of waste were commissioned.

The second stage of construction involves the arrangement of four additional solid waste landfill cells with the corresponding engineering infrastructure.

In 2023, the enterprise changed its main NACE code to 38.21 "Treatment and disposal of non-hazardous waste", which allowed it to transition to a full-fledged industrial and technological model of waste management.

In 2024, the implementation of the project continued within the framework of the "Urban Infrastructure Project — 2" program at the expense of UNICEF grant funds. To handle construction and demolition waste, the enterprise received equipment through international technical assistance under the USAID "HOVERLA" program and from the Government of Japan through the Japan International Cooperation Agency (JICA).

In order to ensure the continuous provision of services, solid household waste and demolition waste were transported to a specially equipped temporary site at 2K Lev Landau Avenue for 6 calendar months, up until November 1, 2022. The territory of the Complex itself began to be prepared to receive new types of waste.

In accordance with the Procedure for the Management of Waste Generated in Connection with the Damage (Destruction) of Buildings and Structures as a Result of Hostilities, Terrorist Acts, Sabotage, or Eliminating Their Consequences, approved by the Resolution of the Cabinet of Ministers of Ukraine dated September 27, 2022, No. 1073, as well as the order of the Department of Housing and Communal Economy of the Kharkiv City Council dated October 3, 2022, No. 442, the Solid Waste Treatment Complex was designated as a facility for managing waste generated in connection with the damage (destruction) of buildings, structures, unfinished construction objects, and landscaping objects in the city of Kharkiv. The area of the demolition waste storage site amounted to about 20 hectares.

Along with this, on June 1, 2021, as part of the project for the collection of hazardous household waste in Kharkiv called "Nam ne do lampochky" ("We care about lightbulbs"), which was implemented jointly with the NGO "Dobra Volya", the collection of hazardous household waste from the public officially began: fluorescent lamps, batteries, mercury thermometers, and other dangerous small items that can harm the environment and health. For this purpose, stationary containers were installed in various parts of the city where every resident could drop off such waste at any convenient time. An Ecobus also began operating around the city.

Starting from 2007, the enterprise's activities moved to the stage of modernization with the implementation of international standards of management and environmental safety.

Certificates of compliance with DSTU ISO 9001:2015 (Quality Management System), DSTU ISO 14001:2015 (Environmental Management), and DSTU ISO 45001:2019 (Occupational Health and Safety) standards were obtained.

In 2012, new land plots were allocated for the construction of a new solid waste landfill as part of the Complex, and in 2014, an agreement was signed between the Government of Ukraine and the World Bank, which allowed the implementation of a large-scale environmental infrastructure project to begin in December 2016.

In 2017, the construction of a modern waste recycling complex worth more than USD 40 million began. The Polish company VEKSEL became the general contractor. Site preparation was carried out, the foundation for the sorting line was laid, and the arrangement of new landfill cells with an enhanced waterproofing system began.

During this period, the construction of a leachate collection and treatment system was carried out to protect groundwater, degassing networks were laid on the existing landfill cells, and the construction of the main production building for the sorting line also began.

Since 2004, a redistribution of functions between city communal structures took place.

By the decision of the 25th session of the Kharkiv City Council of the IV convocation dated October 6, 2004, No. 134/04, the Municipal Enterprise "Complex for Household Waste Removal" (ME "KHVPV") was created by separating it from the ME "MCWM" KCC.

ME "KHVPV" focused on the logistics component (containers, specialized transport, collection schedules), while ME "MCWM" KCC retained the functions of landfill operation, strategic planning, and the development of the waste sorting and processing system. This allowed the enterprise to concentrate on preparing a large-scale environmental project to create a modern complex for processing solid household waste.

By the order of the Derhachi District State Administration dated August 25, 2005, No. 430, the enterprise was granted a land plot of 13.2 hectares for the construction of the Solid Waste Treatment Complex, which envisaged the creation of a new sanitary landfill, a landfill gas collection system, a sorting line, and administrative infrastructure.

In September 2005, the enterprise began operating the second solid waste landfill, which was subsequently reclaimed in 2021. It was during this period that the foundation was laid for attracting international investments, and preparations for the implementation of the landfill degassing project began. The development strategy gradually shifted from simple waste disposal to its sorting, processing, and energy utilization.

The Municipal Enterprise "Municipal Company for Waste Management" of the Kharkiv City Council (hereinafter - ME "MCWM" KCC) was founded on June 15, 2000, in accordance with the decision of the XVI session of the Kharkiv City Council of the XXIII convocation.

The main purpose of creating the enterprise was the formation of a unified cycle of waste management in the city of Kharkiv, which at that time was distributed among various housing and communal organizations. The period from 2000 to 2005 became the stage of the enterprise's formation, its legal registration, and its designation as the main operator in the field of waste disposal in the city.

Until the mid-2000s, the fee for household waste collection was included in the general tariff for building maintenance (rent). After 2005, the process of separating the waste management service into a separate line in payment documents began. The enterprise gradually transitioned to direct settlements with the population and businesses, which made it possible to determine real debt volumes, attract investments, and establish systematic work.

During 2001–2003, ME "MCWM" KCC introduced a round-the-clock facility operation mode and the first accounting system for solid household waste volumes received from carriers. During this period, the first municipal sanitation schemes of Kharkiv were developed, which allowed streamlining the work of private and municipal carriers. The enterprise obtained basic licenses for waste disposal and removal, consolidating its status as a business entity responsible for the environmental safety of the region. The main focus was on stabilizing the operation of the landfill and regulating financial settlements for waste disposal.
